Requires QtQuick.Effects (MultiEffect) when QWINUI3_HAVE_QUICK_EFFECTS is on.
Without Effects, CMake substitutes ElevatedChrome_Simple.qml (same API, no blur).
MultiEffect deferred one frame; skipped when Theme.reducedMotion (1.89).
